Connection closed message when trying to connect with ssh using public key authentication to OpenSSH_5.1

Greetings,

I receive a connection closed message when I try to ssh to windows box
running cygwin. I have meddled enough with the hosts allow and deny
configs, checked for blocked ports,no McAfee, tried rebase, var
directory has required permissions, performed a clean install of
cygwin and ssh-host-config several times. I can ssh from this windows
box to another unix box, but not the other way. What am I missing ?

debug1: Offering public key: /u/xxxxx/.ssh/id_dsa
debug3: send_pubkey_test
debug2: we sent a publickey packet, wait for reply
Connection closed by xx.xx.xxx.xxx

Attached is the cygcheck output, please help I have been trying this
for the past two weeks.
